The municipal communities

The Saxon and Czech members are organised as incorporated societies in a municipal community (Germany) and a municipal association (Czech Republic). The towns, municipalities and districts of the border regions as well as the state capital Dresden are represented in these communities. They constitute a voluntary transborder community of interests, which was build previous to the foundation of the EUROREGION ELBE/LABE.

The German municipal community

The „Kommunalgemeinschaft Euroregion Oberes Elbtal/Osterzgebirge e.V.� is representing the German part of the EUROREGION ELBE/LABE.
Members are the City of Dresden and the District Sächsische Schweiz-Osterzgebirge.

Directorate

The directorate is responsible for all matters of the community which are not assigned to other boards by the ordinance of the community.

Its main tasks are:

  • preparation and convening of the General assembly as well as arranging the agenda;
  • execution of resolutions of the General assembly and of the Study group;
  • preparation of the budget and the annual report.

Study Group

The Study Group advises and decides on important community matters. It is consisting of the members of the directorate, one representative per regional authority which is member of the municipal community, four members from the state capital Dresden and one representative from further members.

General Assembly

The General Assembly is consisting of representatives from the regional authorities who are members of the municipal community, representatives from further members and nonvoting honorary members.

Czech municipal association

The Czech part of the EUROREGION ELBE/LABE is represented by the “Svazek obcí Euroregion Labe�. Members are towns and municipalities inside the territory of activity of the Euroregion Labe.

Council of the Euroregion Labe

The Council makes decisions

  • within the duties which are given to it by the statute;
  • in questions on transboundary cooperation.

Its members are also members of the council of the EUROREGION ELBE/LABE.

Supervisory committee

Main tasks of the supervisory committee are:

  • Control of all activities of the Euroregion Labe with regards to legal standards, the statute and other intern rules;
  • Budgetary control;
  • Evaluation of the activities with regards to efficiency, compliance with morality, principles of a fair management and raising the reputation f the Euroregion Labe;
  • Completion of orders which are delegated by the Council or the General Assembly to it;
  • Constant information to the Council about results of own work and if necessary proposing of recommendations to the institutions;
  • Information to the General Assembly by an annual report and as the need arises.

Arbitration Committee

The Arbitration Committee was founded to settle disputes between members of the Euroregion Labe or other members of the General Assembly.

It consists of three members, who are accepted by all disputants and don’t have any economic, administrative relations or are unrelated to one of them.

General Assembly

The General Assembly is consisting of representatives from the regional authorities who are members of the municipal community, representatives from further members and nonvoting honorary members.

It is called at least once a year.

Tasks are:

  • Approval of the statute and its changes;
  • Elections and vote outs of the members of Council and Supervisory Committee;
  • Consultation and approval on the yearly working plan.
